Senior Staff Performance Payments Homepage


Edith Cowan University has established the Senior Staff Performance Payments Scheme (SSPPS) to reward Senior Staff for achieving and exceeding goals which are directly linked to the ECU Strategic Plan.

All Senior Staff (as defined by the Policy: Senior Staff Performance Payments) are eligible to participate in the system, conducted annually. Participation is voluntary.

Consultation with Senior Staff in recent years has revealed a high level of dissatisfaction with developing 'unrealistic' or 'soft' stretch targets, perceived inequities in the assessment process and the remuneration percentage, and the need to simplify the SSPPS 'My Work Plan' (MPS).

The following is a summary of key features:

1. All eligible Senior Staff (other than the Senior Leadership Team (SLT) who remain on 10%) can access a maximum Performance Payment of 7.5% of base salary. 

2. Assessment based on two (2) components: 

  • Individual Performance Component (50%):  based on individual performance that is negotiated with the Senior Staff member and assessed by their relevant Line Manager/Executive, through the Management for Performance System (MPS) or Executive Performance Agreement (EPA) and the SSPPS resulting in an individual performance score; and 
  • University Performance Component (50%):  calculated from a Base University Performance Component weighted by Individual Performance Component. The UPC is calculated as follows:
    • The Vice-Chancellor will determine performance targets at the start of the assessment period and assess the University’s performance against these targets at the end of the assessment period resulting in a Base University Performance Component; and
    • The University Performance Component is determined by weighting the Base University Performance Component by the Individual Performance Component.

An SSPPS Review Panel will: sample assessments and moderate; provide feedback to Line Managers/Executives; and recommend Performance Payments to the Vice-Chancellor (not including the SLT).

 Executive Performance Agreement

 The 'Executive Performance Agreement (EPA)' is for chancellery staff members that report directly to the Vice-Chancellor. The changes to the the EPA reflect the changes identitfied above. The EPA includes the Senior Staff Performance Payment System section.

Superannuation Contribution Limits
From 1 July 2012, there is just one concessional contribution limit irrespective of age or account balance.  The limit is $25,000 per financial year, concessional contributions include employer contributions as well as individual contributions from pre-tax salary.   All concessional contributions are taxed at 15%.
 
Penalty for breaching limit
• Additional tax of 31.50% is applied to any excessive contribution making a total tax applicable to the excess amount of 46.50% as 15% contribution tax has already been applied
• Any amount contributed in excess of the concessional cap is counted towards the non-concessional contributions cap
• The non-concessional contribution cap is $150,000 per financial year.

For GESB members: Gold State Super and West State Super are untaxed funds and limits on concessional contributions do not apply at present but may apply in the future.

Employees may elect to have have their payment as a Cash Lump Sum (non-superannuable) due to the changes to superannuation detailed above which impact a Pre-Tax Superannuation payment.
